How much cash can I collect from a single donor in one day?

Law 70/2015 applies to non-governmental organisations too, but the ceiling depends on who hands over the money: an individual and a company fall under different thresholds. The constraint that always applies, whatever the source, is the cash balance.

Short answer

For transactions with individuals, the ceiling in Law 70/2015 is 10,000 lei per day to or from one person.
For receipts from legal entities or self-employed persons, the ceiling is 5,000 lei per day from a single person.
A donation does not appear in the exhaustive list of capped transactions, but treat 10,000 lei as a safety threshold.
The cash balance at the end of the day cannot exceed 50,000 lei, whatever the source of the money.
The penalty is 25% of the amount exceeding the ceiling, but not less than 500 lei.

What the law says

Law 70/2015 art. 4(1): cash transactions with individuals are capped at 10,000 lei per day to or from one person.
Art. 3(1)(a): receipts from legal entities, self-employed persons or freelancers are capped at 5,000 lei per day per person.
Art. 4(1) exhaustively lists the capped transactions — supplies of goods, services, dividends, assignments of claims — and a donation is not among them.
Art. 4^2(1): the end-of-day cash balance cannot exceed 50,000 lei, and the excess must be banked within two working days.
Art. 12(1): the penalty is 25% of the amount over the ceiling, but not less than 500 lei.
The fine cannot be paid at half within 15 days: the derogation from Ordinance 2/2001 is explicit.
From 1 January 2026 every legal entity, an NGO included, must hold a payment account; not having one is fined 3,000–10,000 lei.

Practical examples

An individual donor arrives with 14,000 lei in cash: you take 10,000 lei in cash and ask for the remaining 4,000 lei by bank transfer.
If you do take all 14,000 lei in one day, the excess is 4,000 lei and the 25% penalty means 1,000 lei.
A company paying its corporate membership fee in cash falls under the 5,000 lei daily ceiling, not the 10,000 lei one.
After an event that raised 62,000 lei in cash, you bank at least 12,000 lei so the cash balance drops below 50,000 lei.
A small excess is fined at the 500 lei minimum: 25% of 1,200 lei would be 300 lei, but the fine stays 500 lei.

Common mistakes

The 5,000 lei ceiling is applied to an individual donor: that is the threshold for receipts from companies and self-employed persons.
People start from Law 296/2023, which introduced 1,000 and 2,000 lei ceilings — reversed in November and December 2023 and never applied in that form.
The cash balance is not monitored and, after an intense campaign, the 50,000 lei limit is exceeded.
Cash is accepted at an event without recording the donor, and the per-person ceiling can no longer be proven.
